Lucas is a great story teller. Not sure if it's him, but under his direction, excluding Star Wars, many of his actors seem to have stiff performances based on the prequels. Maybe he was overdirecting?
A good portion of the actors in the prequels are capable of Oscar-level acting. It's Lucas, sure as hell. Any person that can even make James Earl Jones sound bad is very truely bad. Now, whether it is his poor directing, editing or storytelling (or all three) remains to be seen.

Not naming actors, but it seems like Lucas may have been giving too much direction, staging almost every movement of the actor: like maybe "When you say Anakin, turn your head slightly to the right, but blink twice before you frown and move your left arm forward while turning your eyes the other direction two seconds after you say the third syllable of Anakin... Oh, and say Anakin a little faster this time."
But I really don't know the real story, so I'll stop there.
